Summary:

The U.S. Mission in Kabul is seeking eligible and qualified applicants for position of Translator with the PAS Section.

The work schedule for this position is: Full-time 40 hours/week.

Duties

Under the supervision of the Assistant Information Officer and general guidance from the Information Specialists (Country and Deputy Country Media Advisors) and the Information Assistant (Webmaater/Social Media Manager), translates and interprets from English to Pashto or Dari and translates and interprets from Pashto or Dari into English for a wide audience including the Afghan public, high level Afghan government officials, the Ambassador, DCM, and other Embassy officials. Is expected co translate for visiting VIPS such as CODELs or Deputy Assistant Secretaries. Is called upon to translate for high level Afghan government interlocutors, including ministers and other government officials. Translates public materials, correspondence, proposals, and reviews any work translation work done by outside contractors. Provides simultaneous translation for media events and other Public Affairs functions. Serves as back up to the Information Assistant (Webmaster/Social Media Manager) and has the authority to independently respond to Pashto and Dari language social media messages sent to official U.S. Embassy platforms. Performs other duties as assigned.



QUALIFICATIONS REQUIRED:

Qualifications and Evaluations

Requirements:

EXPERIENCE: Three years’ experience in providing written and simultaneous translations from Dari/Pashto to English and from English to Dari/Pashto with western Embassies, UN organizations, or international NGOs is required.


Job Knowledge:  In depth knowledge of political, economic, cultural and technical issues in Afghanistan. Knowledge of key institutions, especially media-related, operating in the local environment. Professional knowledge of written and simultaneous translation/interpretation, demonstrated by experience working as a full time interpreter/translator for an international organization is required. Thorough knowledge of U.S. society and its institutions, as well as the issues and concerns that affect U.S.-Afghan bilateral relations is required.


  

Education Requirements:

Two years of college studies is required..

Evaluations:

LANGUAGE: Level 4 Pashto in reading/speaking/writing, Level 4 Dari in reading/speaking/writing, Level 4 English in reading/speaking/writing is required.


This may be tested.

SKILLS AND ABILITIES: Ability to provide translations that convey both the nuanced meaning and tone of sensitive materials. Ability to employ proper idiomatic phrasing, syntactical structure and use of words accurately reflecting the wording and meaning of original materials. Strong interpersonal and cross-cultural skills to enable communication and teamwork. Ability to type and use computers and email. Ability to operate the range of audiovisual equipment, including simultaneous translation equipment.

Qualifications:

Benefits:

ADDITIONAL SELECTION CRITERIA:

1. The Mission may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.

2. Current employees of the Mission who have not successfully completed their initial probationary periods are not eligible to apply. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of 100 points or less, on their most recent Employee Performance Report (EPR) are not eligible to apply.

3. Current employees of the Mission hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment. This does not apply for employees on a PSA (Temp), or those are hired on a When Actually Employed (WAE) or intermittent work schedule.

4. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.
